Scottish social housing tender prices increased again at end of 2025

Tender prices for social housing in Scotland increased for a fourth consecutive quarter in 2025.

The BCIS Scottish Social Housing Tender Price Index (SSHTPI) shows tender prices increased by 2.6% in 4Q2025 compared with 3Q2025 and by 9.8% compared with 4Q2024.

The annual increase reflects falls seen in the index during the second and third quarters of 2024, from which point it has gradually increased again. The 4Q2025 index was 1.2% higher than the previous peak recorded in 2Q2024.

BCIS chief economist Dr David Crosthwaite said: ‘Scottish social housing tender prices increased for four consecutive quarters in 2025, taking the index above its previous peak recorded in 2024.

‘While underlying construction costs continue to rise, tender prices have increased at a faster pace. Over the same period, the BCIS General Building Cost Index (GBCI) increased quarterly by 0.2% and annually by 4.5%.

‘After the volatility seen during 2024, the latest figures suggest a more sustained upward trend in tender prices for Scottish social housing projects.’
